Liquify is used for small corrections that no other tool addresses — a fold in fabric, a stray lock of hair, a slight distortion from a wide lens near the frame edge. Applied to bodies and faces it raises obvious ethical questions, and several jurisdictions now require disclosure when it is used in advertising.
