E-6 has more steps than C-41 because it must first develop a negative silver image, then reverse the remaining halide and develop that into the positive dye image. Its tight tolerances mean small temperature errors produce visible colour shifts, and its first developer time is where push and pull adjustments are made.
Examples in practice
Extending the first developer by two minutes pushes a transparency film one stop for a dimly lit interior.
