Volume percentage is used almost exclusively for liquid-in-liquid mixtures. It must be applied with care because volumes are not always additive: mixing ethanol and water produces a contraction, so the final volume is less than the sum of the parts.
Examples in the real world
A wine labelled 12% v/v alcohol; a 70% v/v isopropanol solution used as a disinfectant.
