Chroma noise is always unwanted — there is no aesthetic tradition of coloured speckle — and because the eye has low spatial resolution for colour, it can be smoothed heavily with almost no loss of apparent detail. This is why default settings apply it strongly while leaving luminance noise nearly alone.
Examples in practice
Colour noise reduction at 40 removes magenta and green speckling from a night scene's shadows with no visible softening.
