A solution in dynamic equilibrium with undissolved solute, containing the maximum amount that will dissolve at that temperature.

At saturation, solute continues to dissolve and crystallise at equal rates, so the concentration stays constant even though the process never stops. Adding more solute simply leaves it undissolved, and the concentration of a saturated solution is by definition the solubility.
